For those of you who are not aware, Enchant Item Ritual is different from the PHB1 version, and has been officially errata-ed by WotC as follows :
ENCHANT MAGIC ITEM
You touch a normal item and turn it into a magic item of your level or lower. The ritual’s component cost is equal to the price of the magic item you create.
Alternatively, you can use the ritual to upgrade a common, uncommon, or rare item to a more powerful version of the item that is 5 levels higher. The new version must be your level or lower, and the component cost equals the difference in gold piece value between the old version and the new.
You can also use this ritual to resize magic armor (for example, shrink a fire giant’s magic armor to fit a halfling). There is no component cost for this use.

WHAT LEVEL?
So what does it mean by "Your Level or Lower" ?
Isn't it the Level of the Ritualist? Or Your own?
In this case, this is a specific House Rule that makes it relatively easier to upgrade your Items.
- The Ritualist's Level is irrelevant.
- "Your Level or Lower" would refer to the Party Level, and NOT your own Level, nor that of the Ritualist's Level.
- for Shian Saturday Game, the Party Level is treated as the Level of the 3rd highest Character in the party. in this case, as of after 10.0, the Party Level would be Level 13, since Varius is the 3rd Party Member to hit Level 13.
- for Scales of War Friday Game, the Party Level is treated as the Campaign's Level, currently Level 26
- However, IF your Level is above that of the Party Level, you can use your Own Level as basis for the Upgrade.

Note : this Update is relevant because the Party has reached Levels where the Characters can no longer buy items of comparable Level from Berklin, which only has Level 10 and below items.
