I'm not sure if this will be of interest to you guys, but just a thought...
I would like to seek your help to assemble a collection of top / useful powers from 4E. Please sort by Level and Type (At Will, Encounter, Daily, At Will Utility, Enc Utility, Daily Utility).
For now, please exclude Racial Powers, but include Theme powers if you wish.
They don't have to be only Powerful (though Powerful is good!), they can also be Useful, easily improved with Feats (say RBAs), or simply very good for what it is, eg. Magic Missile is unavoidable.
They should be unique and comparable within their Level and Type.
eg. Sanctuary may be a very good power for a Cleric, but it pales against a Wizard's Shield.
I've placed Psionic Augmentation powers separately, for better clarity / comparison.
Please include the following Info :
<Class/Source> <At-Will, Utility, Encounter, Daily> <Level> : <Power Name> : notes, if any
If it has no Level, just don't put a Level.
Class-feature related powers (eg. Mage Hand) can be excluded from this list.
Notice my selection is quite limited to a few classes, so look forward to learning from you guys.
You don't have to go through my list, just what you think is good, and it is OK if there are overlaps

Bard At Will 1 : Staggering Note : because someone else can hit harder...

Cleric At Will 1 : Lance of Faith : for the saving throw and THPs at will

Rogue At Will 1 : Deft Strike : w Daring Performer & Black Arrow
Rogue At Will 1 : Duelist's Flurry : repositioning with guaranteed Sneak Attack. good at heroic.
Rogue At Will 1 : Gloaming Cut : much better if DEX and INT didn't share the same NAD.
Rogue At Will 1 : Precise Strike : the original Weapon vs NAD attack.
Rogue At Will 1 : Riposte Strike : almost a full attack in retaliation, and improvable with feats.
Swordmage At Will 1 : Luring Strike : puts Nimble Strike, Footwork Lure, Tide of Iron to shame.

Wizard Enc Utility 2 : Shield : just about the only interrupt that lasts until ENT, instead of just against the Attack
Ranger Daily Utility 2 : Stalker's Mist : Seriously. Incredibly. Good.

Paladin Daily Utility 6 : Wrath of the Gods : possibly Everyone gains Stat power bonus to damage until End of Encounter.
