For Reference, this is the original Clause before the Discussion last Sat, on 13 Apr 13.
CERTAIN RECHARGES
Leveling Up
When you Level Up, you get back either 1 Daily Power (either Item or Class), or 1 Epic Destiny feature (Revive or Daily feature) that has been expended.
Actual Death
When you return from Death via Raise Dead Ritual and/or get a -1 Death Penalty, you get back 1 Power as if you gained a Level Up.
This means if you think you're going to Really Die, just throw out that Daily, it might save you or someone else.
Edit: clarified so that it doesn't apply to returning from Death due to your Epic Destiny, Items, or any other Powers.
Epic Destiny Revival & Features
- Some Epic Destinies have Daily Features. This includes Revival Features. These features are only regained upon Level Up.
- You can choose 1 such Feature to Recharge on Level Up. If you Recharge one such Feature, you do not Recharge your Daily Power.
Epic Class and Item daily Powers
- Epic Powers refers to Powers that have a Level of 21 or higher.
- Epic Daily Powers are only regained on Level Up. They do not recharge by Recharge Rolls.
- Epic Items are those that have a "Base" Item of Level 21 of higher. The "Base" means the lowest enhancement level of the item possible.
- Epic Item Daily Powers are only regained on Level Up. They do not recharge by Recharge Rolls.
- The following List of Items are classified as "Epic" based on the nature of their Daily Powers that grant Revival-like Benefits.
These are "Epic" mainly because the Triggers are treated as Flexible, ie you can trigger them only when you fall below negative bloodied / die (as opposed to only being able to use them when you fall from above 0 HP to below 0 HP), and they restore you to positive HP.
The Items are 18 Phoenix Sash, 18 Magnificent Tsor's Unrelenting Fury, 20+ Cloak of the Phoenix.
This List may be updated along the way.
RECHARGE ROLLS
Separating Daily Powers into Non-Item and Item Daily Powers.
Recharge Rolls now no longer apply to Epic Class and Item Powers, and no longer apply to apply to Epic Destiny Features and Revivals that recharge on a "Daily" Basis.
Non-Item Daily Powers
- On reaching a Milestone, the Player rolls 1d20. On a 11+ (unmodified), he regains a Daily Power.
- For every 2 Non-Item Daily Powers you have already used, you gain a +1 to your Roll
- If you have no more Non-Item Daily Powers left, you gain +5 to your roll.
Any Success on a Non-Item Daily Power can be used to regain an Item Daily Power.
Item Daily Powers
- These Powers will now have a separate roll, made after your Non-Item Daily Recharge roll.
- On reaching a Milestone, the Player rolls 1d20. On a 16+ (unmodified), he regains an Item Daily Power.
- If the Player failed the earlier Recharge Roll for non-Item Daily, he gains a +5 bonus to this Recharge Roll.
- If you have all your non-Item Powers back already, but still have Item Powers unrecharged, you just make 1 roll, and on an 11+ an Item Power recharges.
- This does not apply to "Epic Item Dailies" as mentioned above.
Note : A possible Concern would be holding on to one or two very powerful Item Powers, then running without Non-Item Daily Powers (to get a +5 bonus) so this Item Power can keep recharging, possibly being used every single Encounter.
The reason why this has been broken off into a new thread is because it seems to be most often debated. Feel free to comment here.

After previous discussion with Players

- If a Player is completely out of non-item Daily Powers or did not (chose not to) recharge a Daily Power the previous Milestone, he regains a Daily Power on a 6+
Additional Note for Critical Party Roles
- Any Player who has at least 2 used non-item Daily Powers can choose to "pass" on their Daily Power roll to allow another Player a re-roll.
