Major Edit (08 Oct 13): After some consideration, making below changes, partly because it is not easy to enforce without checking Char Sheets.
Reserves (Encounter Surges)
Each Player has Reserves equal to your (Daily Surges + 1) / 3 (rounded down), but subject to the following maximums
Defender : max 4 Reserves
Any Other Role : max 3 Reserves
The Reserves can be consumed as per normal, including using Potions of Healing, etc.
After a Short rest, you get back all your Reserves.
For those using Unbound Role-Switching, the first time during an Encounter, you take up any Role other than Defender, you lose a Reserve.
When the Going gets Tough...
- Whenever you Action Point (AP), along with the standard action you automatically regain a Reserve (note that Regain means you cannot exceed your Max Reserves)
- If you are unconscious and without a Reserve, when you are healed with a Power that requires you to spend a Reserve, you can expend an AP as No Action to regain a Reserve. This AP counts towards your Encounter Usage, so you can still AP only once per Encounter.
Short Rest Benefits
- All Encounter Heals (eg. Healing Word, Inspiring Word, Ardent Surge, etc) are Maximised during a Short Rest.
- After an Encounter, if you still have at least 1 Reserve and Second Wind, you can spend your Second Wind with a Bonus Modifier equal to the Leader's highest Stat Mod.
Extra XP
- For every individual Milestone after (and excluding the 1st), you get 20% more XP, up to a max of 60% more XP*
- This resets after an Extended Rest or 2 Consecutive Short Rests.
Level Up
- When you have enough XP to Level Up, you Level Up after your next Milestone
- Because we do not Extended Rest to Level Up, when you level up, you do not automatically gain HP equal to what you would get on Level Up
ie. if you have 60/75 HP when you level up, and you gain an extra 5 HP from levelling up, you would then have 65/80 HP.
Reserve Draining Mechanics
- The first time during an Encounter when you lose a Reserve, you lose the Reserve as per normal.
- After that, whenever you lose a Reserve, you can decide whether to lose an extra Reserve, or to take damage equal to your Reserve instead. This damage cannot be reduced or negated in any way.
- If you are under 0 HP and hit by an attack that drains a Reserve (whether it is drained or you choose to lose HP), you also fall unconscious.*

Constitution Stat
- Due to the above adjustment, Constitution has even less importance. To address that :
- All Characters can add their Constitution Bonus to their Reserve Value (ie Surge Value). This bonus only applies when they are healed, never when they take damage.
