4E is a little amibiguous, but it is implied that A) you can deal curse damage to a cursed enemy (does not specify it must be cursed by you) B) you cannot curse a target that has already been cursed (hence cannot benefit from pact boon when it is killed, buffs to defenses due to Armor of Dark Majesty, etc), unless you have a feat allowing you to do so.
To standardize, Clarification / House Rule below will apply A) you can deal your curse damage only to a target cursed by you B) you can curse a target that is already cursed by someone else
