Pets & Mounts: Strictly No Mounts in combat.
Each Character can have a max of 1 pet that is usable in combat.
Themes / Backgrounds: Both are not allowed. All characters use their highest Stat in place of Constitution for determining starting Hitpoints (for those using Character Builder, this means background will be either Auspicious Birth or Born under a Bad Sign). Remember that when your highest Stat increases (at certain levels), so does your Hitpoints.
Disallowed Classes: Vampire, Elementalist (Fire)
Races: Dragonborn, Dwarf, Eladrin, Elf, Half-Elf, Halfling, Half-Orc, Human, Tiefling
Racial Stat Bonuses : All races (except Human) have +2 to any 2 stats of your choice. Humans may choose to take the following custom feat
- MultiTalented : When you take this feat you can never retrain it out. You gain +2 in any one Stat of your choice and lose Human Defenses. This may not be the same Stat you had your initial +2 to.
Racial Skill Bonuses : Instead of their usual Skill bonuses, all races (except Human) have +2 to any 2 skills of your choice. Note that Humans get an extra trained Skill, hence do not get this bonus.
Trained Skills: Regardless of Class, you can choose to be trained in any 4 Skills. Classes that start with more than 4 trained skills can choose from any Skills for their optional Skills.
Free Feats: All characters start with Improved Defenses, Weapon/Implement Focus in all weapons and implements, and Weapon/Implement Expertise in all weapons/implements. Note that this Expertise does not have any effects beyond the feat bonus to Attack.
Mundane Items: All mundane items & kits that increase Skills do not ever increase these Skills. They may be bought and used for RP purposes. Note the flexible Racial Skill bonuses are available. The only exception to this is Rope, that helps climbing.
Encounter Surges / Short Rest
Daily Surges are not used in this game. If you are a pure Defender (ie all your base classes have the Defender role), you have 3 Encounter Surges. Otherwise, you have only 2.
You may take the Durable feat or have Con 14 to gain an extra surge. This benefit does not stack, meaning for a non-Defender character, your max Encounter Surges is 3.
In combat, when you use an Action Point, you also regain 1 Surge that you have already spent.
If you are healed by a power that lets you spend a surge while you have no surges, you may spend an Action Point to regain 1 Surge and immediately use it for that power. This does not grant you an extra Standard Action.
When you rest out of combat, you can spend Surges as per normal. Healing powers with variable components (ie Surge+2d6) have their variable components maximised when cast during a rest.
You regain these Surges after a short rest. However, you cannot short rest again until after an Encounter.
Starting Equipment
All Character's start with an Adventurer's Kit and an L2 Magical Item* (note the L2 is the floating item)
All characters also start with a mundane armor, a mundane superior implement, a melee weapon and a ranged weapon of their choosing.
Various Allowances / Restrictions
Mundane items cannot be sold to vendors. Only magical ones have any selling value.
Dragonmark Feats are available.
Various Eberron Shards (Eberron Shards, Siberys Shards, Khyber Shards) are available.
If a Multiclass Feat specifies a particular Skill Training, or training in a Class Skill, you can use it to be trained in ANY (untrained) Skill
Except for those gained in the game and Eberron Shards, non-consumable items that do not take up any slot (eg. Enshrouding Candle, Boon, etc) are not allowed. If you wish to take one, please check with me.
Only Common Consumables are available. A list of Consumables will soon be made available.
No Duplicate Items are allowed, ie items with the same Magical Property. If 2 items have the same property but are different Enhancement and different weapons/armor, they are still considered Duplicates.
All feats and items and paragon paths etc (eg. Morninglord) related to Pelor and Raven Queen are not allowed.
However Disciple of Death is available.
For exceptions to the above, please check with me.
The feats White Lotus Master Riposte and Hellfire Blood are not allowed.
The paragon path Champion of Order is not allowed.
